
When you first play the game, you can only choose the first scenario and you can only play with two nations. However, the difficulty level does not affect your sea battles or the missions that are assigned to you, those are only affected by your rank and reputation. Holland on the other hand only has a few towns in the north, which could become problematic if your relationship with the other nations gets worse. For example: in 1570 Spain has many towns all over the map which makes it easy to play as Spain, since the relationship with your own nation will generally be excellent. Note that the difficulty level of each scenario is based on the amount of towns that you need to annex and the amount of towns that a certain nation has. You can choose from four available scenarios (1570, 1600, 16) and four different nations (Spain, England, France and Holland).
